Past Board Members

THA-Venture Capital Equity Fund Co. Ltd was established as a Venture Capital Company on 17th November 2010 to transform the Tobago economy through diversification, spur job growth and creation and ignite Tobago’s entrepreneur’s spirit. The Company is run by a Board of Directors whose members are appointed by the Shareholder to direct the management and affairs of the Company.


Sir Edwin Carrington

Patron (2011)

Edwin Wilberforce Carrington was born in Tobago and raised in the village of Parlatuvier. He is the holder of a Bachelor’s Degree in Economics from London University, a Master’s Degree in Economics from the University of the West Indies and pursued further advanced studies in Economics at McGill University in Canada. Additionally, he is the recipient of Honorary Degrees, including a Degree of Doctor of Laws (Honoris Causa) from the University of the West Indies.

During his distinguished career, he held the position of Chief of Economics and Statistics and Director of Trade and Integration in the Caribbean Free Trade Association (CARIFTA), as CARICOM was then called, and later was the longest serving Secretary-General of CARICOM, holding that position from 1992 to 2010. His achievements in CARICOM include overseeing its enlargement to fifteen (15) Member States, the achievement of Single Market Status in 2006, and the establishment of the Caribbean Court of Justice (CCJ) in 2005.

Sir Edwin is the holder of many distinguished awards, including the Trinity Cross of Trinidad and Tobago, the Order of the Caribbean Community (OCC), National Awards from Barbados, Guyana, Jamaica, Belize and Suriname, as well as the Order of Civil Merit of Spain and the Condecoración from the countries of Central America (SICA). He was also knighted through the Government of Antigua and Barbuda. Most recently, Sir Edwin was named one of sixty (60) National Icons of Trinidad and Tobago. Sir Edwin and is a member of Washington D.C. based think tank the Inter-American Dialogue and currently serves as Ambassador Extraordinary and Plenipotentiary of Trinidad and Tobago to CARICOM.



Mr. Desmond Alfred

Chairman (2011-2015)

Mr. Alfred is a former Executive Director of Finance and Administration for the CARICOM Secretariat and by extension a career Diplomat. He is an alumnus of Howard University, Washington, DC. An avid footballer, he was a member of the university’s soccer team.



The Honourable Camille Robinson-Regis

Deputy Chairman (2011-2015)

Mrs. Camille Robinson-Regis by profession is an attorney-at-law who first entered Parliament when she was appointed to the Senate in 1992. She has held the portfolios of Minister of Information 1992–1994, and Minister of Consumer Affairs from 1994 to 1995. She became Minister of Legal Affairs 2001-2003 and in 2015 she became the first woman to serve as a Minister of Planning and Development in Trinidad and Tobago and CARICOM a position which she still holds. Under her stewardship, the signature Vision 2020 Operational Plan was completed, having been developed by a multi-disciplinary team of representatives from the public and private sectors, civil society and academia.

Her exceptional career path is supported by her sound educational background having attended Bishop Anstey High School and later the University of the West Indies, St. Augustine and Cave Hill campuses, where she undertook a Bachelor of Laws degree and subsequently the Legal Education Certificate at the Norman Manley Law School, Jamaica. Minister Robinson-Regis was admitted to the Trinidad and Tobago bar in 1985. She previously served as Corporate Secretary of National Flour Mills and has also served her country as a diplomat having being appointed High Commissioner of the Republic of Trinidad and Tobago to Canada in 2007 until 2010. Hon. Camille Robinson-Regis has been appointed Trinidad & Tobago’s Governor to The Caribbean Development Bank Board of Governers since January 2016. . Mr. Pascal has served on the Board since 2011.

Mrs. Petal-Ann Roberts

Director (2014-2017)

Mrs. Petal-Ann Roberts is a professional accountant with a strong financial background beginning her career as Assistant Financial Controller at Hilton Tobago Golf and Spa Resort. Mrs. Roberts joined the Division of Finance and Enterprise Development, Tobago House of Assembly in 2009, and rose to the position of Senior Financial Analyst in 2011. She holds professional membership to the Association of Chartered Certified Accountants (ACCA), has served as a member of the Board of Directors of invesTT Ltd. and appeared as a witness in the public hearings of the Joint Select Committee on Local Authorities, Service Commissions and Statutary Authorities.
